Khyber Pakhtunkhwa Government Invites Applications for Research & Policy Analyst Post

The Planning & Development Department of the Government of Khyber Pakhtunkhwa has announced a career opportunity for a qualified professional under its Governance & Policy Reforms Programme. Applications are being invited on a purely contract basis for a period of one year.

The sole position advertised is for a Research & Policy Analyst, aimed at individuals with a strong academic background and substantial professional experience.

Eligibility Criteria

Candidates must possess a minimum of 16 years of education in fields such as Public Policy, Economics, Development Studies, Project Management, Business Administration, or Accounting & Finance. The department has specified a preference hierarchy based on the quality of the degree, giving top priority to graduates from top-tier international universities, followed by national centers of excellence and traditional public sector centers of excellence. A Master’s degree and additional relevant qualifications will be preferred.

In terms of experience, applicants require at least five years of relevant professional work in the public, private, or development sector. Experience working with government or foreign-funded projects will be given preference. The advertisement also seeks individuals with a demonstrable track record of outstanding achievement, including successful team leadership. Proficiency in data analysis tools such as Excel, Power BI, and PowerPoint, along with strong analytical, report-writing, and communication skills, is mandatory.

Recruitment Procedure

The selection process will be conducted in three distinct phases, with marks not being carried forward from one phase to the next.

· Phase-I: Applications will be shortlisted based on academic credentials, quality of the CV and cover letter, professional track record, background checks, and verification of references.
· Phase-II: Shortlisted candidates will undergo a Standardized Aptitude Test to assess basic proficiency and technical competency, including financial, technical, and strategic skills. This phase will employ a case study/problem-solving approach.
· Phase-III: Detailed interviews will be conducted to evaluate candidates’ abilities to fulfill job requirements.

Application and General Instructions

The authorities have issued several key instructions for prospective applicants:

· Application Form: Applicants must submit their applications along with a two-page CV (maximum length) including three references, a cover letter, and attested copies of educational credentials and other relevant documents. The post applied for must be clearly mentioned on the corner of the envelope.
· Proper Channel: Candidates currently serving in government, semi-government, or autonomous organizations must apply through the proper channel.
· Original Documents: Original documents must be produced at the time of the interview.
· Contract Nature: The position is purely on a contract basis for one year.
· Reservation of Rights: The competent authority reserves the right to cancel or postpone the procurement process at any stage under Rule 47 of the Khyber Pakhtunkhwa Public Procurement Rules 2014, as well as the right to cancel or decrease the number of posts.
· No TA/DA: Only shortlisted candidates will be called for the test or interview, and no travel or daily allowance will be admissible.
