Opportunity: Procurement & Contract Specialist for World Bank-Funded Project in Punjab

The Programme Monitoring & Implementation Unit (PMIU) of the School Education Department, Government of the Punjab, has announced a high-level consultancy opening for a Procurement & Contract Specialist. This position is part of the “Getting Results: Access and Delivery of Quality Education Services and System Transformation in Punjab” (GRADES-STP) project, a significant initiative supported by the World Bank through a GPE-funded program.

The project is designed to overhaul foundational learning, boost enrollment rates, and drive systemic educational reforms across the province.

  • Selection Method: Open Competitive Selection of Individual Consultants (World Bank Procurement Regulations).

Candidate Requirements

To be considered for this role, applicants must meet rigorous academic and professional standards:

1. Qualifications

  • Education: A Master’s degree (minimum 16 years of education) in Business Management, Engineering, Economics, Finance, Social Sciences, or a related discipline. Degrees must be from HEC-recognized local or foreign universities.
  • Certifications: Preference is given to candidates with professional certifications such as:
    • MCIPS (Member Chartered Institute of Procurement & Supply, UK)
    • CPSM (Certified Professional in Supply Management, ISM USA)
    • CSCP (Certified Supply Chain Professional, APICS/ASCM)

2. Experience

  • At least eight (08) years of documented, verifiable experience in the procurement of goods, works, and consulting services.
  • Experience should span subnational, national, or international agencies, or the private sector.
  • Specific expertise in IT procurement, community-driven development, and consulting services is highly preferred.
