Opportunity Alert: PMDC is Hiring an HR Consultant

The Pakistan Mineral Development Corporation (PMDC), a leading state-owned enterprise under the administrative control of the Ministry of Energy (Petroleum Division), Government of Pakistan, has officially announced an opening for a high-level HR Consultant (Individual).

As detailed in the official advertisement, this position is a Fixed-Term Contract Basis for One Year, offering a market-based remuneration package for a seasoned professional looking to drive strategic transformation.

Key Job Requirements

To be eligible for this executive-level consultancy role, candidates must meet stringent qualification and experience criteria:

  • Qualification: MBA or Master’s degree in a related field from an HEC-recognized or international institution.
  • Experience:
    • A minimum of 20 years of post-qualification experience handling strategic HR operations in large-scale industrial units (in Pakistan or abroad).
    • Essential Requirement: At least 5 to 8 years of experience in a Functional Head or Leadership role within Public Sector Organizations or State-Owned Enterprises (SOEs) of Pakistan with a minimum workforce headcount of 2,000 or more employees.
    • Core Skills Required: Extensive expertise in restructuring HR functions, dealing with CBA and Labor Unions, implementing compensation frameworks, talent management, succession planning, and HR governance.
    • Preferences: Background in the Mining/Energy sector, alongside additional cross-functional experience in Administration, Supply Chain, or Industrial Relations, is highly preferable.
  • Age Limit: Maximum 65 years on the last date of application submission.

Scope of Work & Terms of Reference (TORs)

The selected HR Consultant will serve as a strategic advisor to the CEO/MD and the Board. Primary responsibilities include:

  1. Aligning the Company’s Human Resource Strategy with its broader corporate objectives.
  2. Directing organizational restructuring, workforce optimization, and HR transformation.
  3. Managing industrial relations, collective bargaining processes, and labor union engagement.
  4. Designing competitive compensation, benefits, and reward frameworks.
  5. Developing performance management, succession planning, and training SOPs to ensure strict compliance with labor laws and public sector regulatory frameworks.
