Karachi Water & Sewerage Corporation Announces Executive Leadership Opportunity for Chief Information Technology Officer (CITO)

In a significant move toward organizational reform and digital modernization, the Karachi Water and Sewerage Corporation (KW&SC) has officially announced a vacancy for the high-profile position of Chief Information Technology Officer (CITO).

Enacted under the KW&SC Act 2023, the public sector utility is actively transforming its operational culture toward full corporatization and a performance-driven framework. The appointment of a CITO is a critical milestone in driving this massive digital transformation agenda, aimed at ensuring a secure, integrated, and technology-driven organization for the metropolitan area of Karachi.

The Role and Key Responsibilities

The incoming CITO will report directly to the Managing Director / Chief Executive Officer and will be responsible for modernizing information systems, strengthening cybersecurity, and implementing data-driven decision-making across the corporation.

Key areas of responsibility outlined in the executive search include:

  • Digital Transformation: Leading the transition from manual workflows to automated, integrated digital platforms and establishing a strategic technology roadmap.
  • Enterprise Applications: Overhauling and managing enterprise-wide software, including ERP, HRMS, Finance, Billing, GIS, SCADA integration, and Electronic Document Management Systems (EDMS).
  • Smart Utility Initiatives: Pioneering advanced utility tech such as smart water metering, IoT sensors, leak detection, pressure monitoring, and remote pumping systems.
  • Cybersecurity & Infrastructure: Designing an enterprise security framework compliant with ISO 27001 standards, alongside overseeing cloud infrastructure, data centers, and disaster recovery sites.
  • Innovation & IT Governance: Promoting emerging technologies like Artificial Intelligence (AI), machine learning, predictive analytics, robotic process automation (RPA), and blockchain.

Candidate Profile: Qualifications & Experience

KW&SC is seeking a highly seasoned professional capable of leading large-scale corporate changes. The eligibility criteria are stringent:

Education & Certifications

  • Required: Master’s degree in Computer Science, Information Technology, Software Engineering, Information Systems, or Computer Engineering.
  • Preferred: MBA.
  • Certifications: Professional credentials such as PMP/PRINCE2, CISSP, CISM, ITIL, TOGAF, COBIT, or Microsoft/AWS/Oracle Cloud certifications are highly preferred.

Experience

  • Minimum of 15 years of progressively responsible IT experience.
  • At least 8 years serving in a senior leadership role.
  • Demonstrated hands-on experience implementing large ERP systems and leading digital transformation initiatives in large organizations.

Employment Terms & Application Process

The position is a contractual appointment for an initial period of 3 years, with the possibility of an extension based on satisfactory performance. The role is entirely based in Karachi.
