Power Planning and Monitoring Company (PPMC) Announces Call for Expression of Interest (EOI) for Consultant Pool

The Power Planning & Monitoring Company (PPMC), serving as the technical and policy support arm of the Ministry of Energy (Power Division), has officially announced a new phase of hiring for its Consultant Pool. The organization is inviting qualified, experienced, and highly specialized professionals to join its ranks to drive integrated power sector planning, policy execution, and performance monitoring across Pakistan.

Specialized Domains for Consultants

PPMC is seeking expertise across five core technical and administrative domains:

1. Design, Standards and Material Inspection

  • Key Tasks: Operationalizing design and standards functions, developing network specifications, and creating unified design policies across all Distribution Companies (DISCOs).
  • Focus: Automation of material inspection and technical capacity building.

2. Renewable Energy Integration and DSM (through Advanced Digital Infrastructure)

  • Key Tasks: Providing technical input for integrating Distributed Energy Resources (DERs) like solar, storage, and EVs.
  • Focus: Assessing advanced digital infrastructure (AMI, SCADA, EMS, APMS), establishing data governance frameworks, and designing training programs for digitalization.

3. Policy, Regulatory Affairs and Market Reforms

  • Key Tasks: Updating policy and regulatory frameworks for the electricity value chain, aligning national policies with international standards, and evaluating competitive market designs.
  • Focus: Reviewing regulatory proceedings, legal instruments, and tariff rationalization.

4. Economics, Finance and Risk Management

  • Key Tasks: Designing financing instruments (PPP frameworks, green finance, climate financing) to support energy transition.
  • Focus: Economic evaluations of policy initiatives and creating risk management frameworks to mitigate vulnerabilities in tariff structures.

5. Transmission & Distribution (T&D) Infrastructure Planning

  • Key Tasks: Evaluating T&D expansion plans, conducting power system studies (load flow, stability, contingency analysis), and building/maintaining system models using advanced tools like PSS®E, DIgSILENT, or ETAP.
  • Focus: Analyzing ancillary services (batteries, STATCOMs, synchronous condensers) and updating grid codes.

Eligibility Criteria

The recruitment is structured into four distinct categories based on the professional experience of the applicants:
