Pakistan’s GRADES-STP Project Seeks Procurement & Contract Specialist

The Programme Monitoring & Implementation Unit (PMIU) within Punjab’s School Education Department has announced a Request for Expressions of Interest (REOI) for an individual consultant to fill the role of Procurement & Contract Specialist.

This position is part of the “Getting Results: Access and Delivery of quality Education Services and System Transformation in Punjab (GRADES-STP)” project. The initiative is supported by the World Bank through a Global Partnership for Education (GPE)-funded program and aims to strengthen foundational learning, increase enrollment, and advance system-wide reforms across the province.

Eligibility Requirements

Interested candidates must possess a Master’s degree (at least 16 years of education) in Business Management, Engineering, Economics, Finance, Social Sciences, or a relevant discipline from a university recognized by Pakistan’s Higher Education Commission (HEC).

Preference will be given to applicants holding procurement-related certifications, including but not limited to:

· MCIPS (CIPS, UK)
· CPSM (ISM, USA)
· CSCP or equivalent (APICS/ASCM)

A minimum of eight (8) years of verifiable experience in procuring goods, works, and consulting services with national, subnational, or international agencies, or within the private sector, is required. Experience in community-driven development, consulting services, non-consulting services, and IT procurement will be considered an advantage.

Candidates are reminded that the selection will follow the Open Competitive Selection of Individual Consultants as outlined in the World Bank’s “Procurement Regulations for IPF Borrowers” (dated September 2023). Applicants are also advised to review Sections 3.14, 3.16, and 3.17 of these regulations regarding the World Bank’s policy on conflict of interest.

Submission Deadline

Expressions of Interest, including a Curriculum Vitae (CV), copies of educational degrees, certificates, experience certificates, and the applicant’s CNIC, must be submitted by May 25, 2026, no later than 5:00 PM.

Applicants should clearly state their relevant years of experience and qualifications at the top of their CV. If a face-to-face meeting is required, it will be conducted virtually.
